On the morning of December 12, the European Commission, the European Council and the European Parliament held the fourth round of tripartite consultations on the EU carbon border adjustment mechanism (CBAM, also known as "carbon tariff"). On the 13th, members of the European Parliament reached an interim agreement with the Council to establish the EU carbon boundary adjustment mechanism to deal with climate change and prevent carbon leakage. According to the agreement reached this time, the EU Carbon Border Adjustment Mechanism (CBAM) will be established to make the carbon price paid by EU products under the EU Emission Trading System (ETS) equal to the carbon price of imported goods. The EU will become the first trade area in the world to set carbon prices for its imported products. The Act will apply from October 1, 2023, but there is a transition period during which the importer's obligations are limited to reporting.
The European Commission has formally established the European Solar PV Industry Alliance to promote investment in the EU solar manufacturing industry. The alliance supports the expansion of local production capacity in Europe, so that the manufacturing capacity of European PV industry chain links (polysilicon ingots, silicon wafers, batteries, modules, etc.) will reach 30GW in 2025 and 80GW in 2030. It is estimated that the PV installed capacity in Europe in 22 years will be nearly 60GW. We expect that the PV demand in Europe in 25 years will be 135GW, and the corresponding PV manufacturing import volume in that year will still be 105GW (accounting for 78%).
According to the new EU solar market outlook report 2022-2026 of SolarPower Europe (SPE), Europe will add 41.4 GW of new solar energy capacity in 2022. The annual installed capacity increased by nearly 50% from 28.1 GW in 2021. This is another record breaking year for solar energy. Germany has the largest installed capacity of 7.9 GW, by Spain with 7.5 GW and Poland with 4.9 GW. For the first time, the top 10 solar energy markets in Europe increased by at least 1 GW.
